KontraS Questions the Continuation of Investigation of Human Rights Violations in Aceh

VIVA - Komnas HAM investigated five cases of human rights violations in Aceh, and three of them have been submitted to the Attorney General's Office for investigation.

The five cases include the Jambo Keupok in South Aceh, the Simpang Kertas Kraft Aceh (KKA) tragedy in North Aceh, Rumoh Geudong in Pidie, the Arakundo Bridge tragedy in East Aceh, and the case of alleged enforced disappearances in Bener Meriah Regency.

Three of them have been submitted to the Prosecutor's Office: Simpang KKA, Jamboe Keupok, and Rumoh Geudong. The rest are waiting for further investigation from Komnas HAM.

According to the Coordinator of Kontras Aceh, Hendra Saputra, the next mechanism is through a pro-justice investigation or a legal investigation process for five cases of human rights violations in Aceh. However, until now, the prosecutor's office has not formed a team, and the extent of the case has been investigated.

"But we both know that the Attorney General's Office has not yet formed a team, so we don't know how the development process relates to the three cases that have been submitted to the Attorney General's Office," Hendra said when met by reporters at the Kontras Aceh office in Banda Aceh, Monday, 10 December 2018.

Should, said Hendra, on the commemoration of World Human Rights Day today, Komnas HAM should state to the public so that it is known to what extent this case has been investigated. "It's important not to ask questions because this is important information for the victim's family to know," he said.

In Aceh, investigations into past human rights violations have also entered the phase of asking for information from victims and witnesses through the Aceh Truth and Reconciliation Commission (KKR), which already has a legal umbrella and commissioners.
The revival of the TRC institution is believed to be a bright spot for revealing cases of human rights violations in Aceh from 1976-2005.

The Chief Commissioner of the Aceh TRC, Afridal Darmi, admitted that he is still working to uncover the truth about various human rights violations in Aceh, as his duties and authorities are regulated in the Aceh Government Law through Qanun No. 17 of 2013.

The Aceh TRC, said Afridal, is interested in reminding all parties that the Aceh TRC, as a way of upholding human rights in peace, is the obligation of both parties in negotiations as in the Helsinki MoU.

"The truth disclosure carried out by the Aceh TRC is oriented towards strengthening peace, fulfilling justice for the restoration of victims' rights, this is what we are working on," he said.

Based on data from the Aceh TRC, 600 victims of the conflict have been recorded and are ready to testify. However, for the first phase of the Aceh TRC, only 14 people have invited: 12 men and two women.
